Kazakhstan and Russia sign agreement on construction of coal-fired power plants in Kazakhstan

ALMATY. April 17 (Interfax) - The energy ministries of Kazakhstan and Russia have signed an agreement on the joint construction of combined heat and power plants in Kazakhstan's cities of Kokshetau, Semey and Ust-Kamenogorsk, the Kazakh Ministry of Energy said in a press release.

According to the agreement, Russia's Inter RAO-Export LLC and Kazakhstan Samruk-Energy JSC have been designated as the authorized organizations.

"The construction of three new combined heat and power plants in three administrative centers, Semey, Kokshetau and Ust-Kamenogorsk, which have large coal reserves, will give a powerful impetus to their further development," Kazakh Energy Minister Almasadam Satkaliyev said.

Samruk-Energy JSC, as the authorized organization from the Kazakh side, has developed a roadmap to begin construction of the first power plant this year.

The energy ministers of Kazakhstan and Russia, Almasadam Satkaliyev and Nikolay Shulginov, signed a memorandum of cooperation on November 9, 2023 during Russian President Vladimir Putin's official visit to Kazakhstan. Russia will build the heat and power plants from start to finish as part of this agreement, Kazakh Deputy Prime Minister Roman Sklyar said.

Kazakhstan's Energy Ministry said later that the republic would conclude a memorandum with Russia's Inter RAO-Export to build coal-fired heat and power plants in Kokshetau (240 MW), Semey (360 MW) and Ust-Kamenogorsk (360MW).
